Form VR-005 (also known as Certificate of Title Application) is used to apply for a vehicle title. Once completed, you must bring the form to your local MVA office.

When buying from a third-party seller, buyers must collect the documents and fees paid and submit them to the MVA. A list of documents containing the ownership of the vehicle (must be signed and dated by the seller) and signed by both parties and certified by a notary is legally binding. The buyer must also fill out the VR-005 form and submit an application for a certificate to obtain a new title for the purchased vehicle. The buyer is responsible for all costs, including taxes and registration fees, which vary according to the weight and type of vehicle. Other documents to be submitted after registration:
Vehicle registration fees depend on the type and weight of the vehicle. Cars and utility vehicles are charged $135 over 3,700 pounds and $187 over 3,700 pounds, both with a $17 surcharge. All registrations last for two years. Purchase tax is based on the blue book value of the vehicle and is levied at 6% of the gross value of vehicles up to 7 years old. Any vehicle older than seven years is subject to tax on the purchase price. The minimum motor vehicle tax in Maryland is $38.40.
